That means the sales are real but strategic: lines lead with high-visibility extras (free drinks, free wifi, kids sail free, onboard credit) because extras protect the published fare while still improving your total cost by hundreds of dollars. Straight fare cuts cluster on the sailings they are nervous about, usually late January through April departures and older ships.
The trap to avoid is the inflated "was" price. A cabin listed at 40 percent off a rate nobody ever paid may cost more than it did in October. The defense is a baseline: know your sailing's real price in early November, then judge Thanksgiving week against it.
